Download java for jnlp files

I had no problems with 8.1 and java before. Now the JNLP doesn't work at all. When I try to follow the instructions above, I find that .JNLP is not associated with java RTE, and get dumped into the Windows Storewhich doesn't have java as an option. When I click on apps that need JNLP, they download but nothing, of course, happens.
